Hatmakers once used mercury vapor to size the felt. The toxic fumes literally made them crazy (Korsakoff's syndrome); symptoms included amnesia, false memories and apathy. This lead to the expression mad as a hatter.
Questions about whether design is necessary or affordable are quite beside the point: design is inevitable. The alternative to good design is bad design, not no design at all.
Education is not the answer to the question. Education is the means to the answer to all questions.
